Double tapping to skip or go back a few seconds is a feature found on most video streaming and playback apps (including YouTube) found on mobile devices. WhatsApp isn't a video app per se, but those who frequently share videos and watch videos sent by others will be glad to have the double-tap-to-seek option.
WhatsApp will skip forward or go back by 10 seconds when the double-tap gesture is used on the right and left side of the screen respectively, like YouTube and other popular video apps. YouTube lets users change the number of seconds the gesture should skip, but that probably won't be something WhatsApp will add given how a majority of videos sent over the messaging app tend to be rather short.
The double-tap-to-seek feature is available in WhatsApp beta version 2.23.24.6. As mentioned earlier, some users are already able to use it. It will eventually come to the non-beta WhatsApp app as well, but how long that could take is anyone's guess.
