The 2nd One UI 6.0 beta update landed on the Galaxy S23 series in Germany on August 31, carrying firmware version “ZWHO.” Now, a screenshot's getting passed around social media (via @tarunvats33), suggesting that Samsung is rolling out a new beta update identified by firmware “ZWI4.” The letter “I” says Samsung completed the update in September, and the number “4” confirms this is a new build.
We feel the need to point out that even though this update's being referred to as “beta 3” by social media users, it might be just a hotfix for Beta 2 (if that), similar to how Samsung rolled out a hotfix to beta 1 before the 2nd One UI 6.0 beta ever made it out.
The scarce changelog attached to this mysterious ZWI4 update seemingly strengthens this theory. However, it's also worth noting that a screenshot (via @TechA7mad) hints at some changes to the quick panel, wherein dark mode now applies to quick toggles, date and time details are shown in the upper-left corner, and connection information is removed from the Wi-Fi toggle.

The other thing that makes this bit of news odd is that we haven't received a new One UI 6.0 beta update on any of our Galaxy S23 units in Europe after beta 2. We are unable to confirm if a new One UI 6.0 beta build is rolling out for the Galaxy S23, and until more proof emerges, we'll treat this news as a rumor.
It is possible that Samsung is rolling out a hotfix to the 2nd beta, but the roll-out is expanding slowly and has yet to reach our units. Another possibility is that Samsung accidentally released a new beta firmware before halting the process, and only a limited number of users got to download it.
We'll keep you up to speed once we find out more. For now, you might want to take this news about a beta 3 update with a pinch of salt and don't get your hopes up too much.
