This gives us an opportunity to compare early performance figures, at least in synthetic benchmarks, between the Snapdragon and Exynos chips. According to this recent entry in Geekbench, the Galaxy S24+ powered by the Exynos 2400 SoC scores 2067 points in the single-core benchmark and 6520 points in multi-core.
In contrast, the Galaxy S24 Ultra powered by the Snapdragon 8 Gen 3 chip, which also appeared online earlier today, scores 2234 and 6807 points in single and multi-core tests, respectively.

Although early benchmark numbers can't always be trusted fully, these recent Geekbench entries suggest that the Exynos 2400 chip lags behind the Snapdragon 8 Gen 3 in both single and multi-core performance. But we probably should give Samsung the benefit of the doubt, given that the Galaxy S24 series is a few months away from release. Things can change.
On the other hand, it's difficult to trust that Samsung will turn this ship around, considering the fact that Exynos chips have underperformed compared to Qualcomm's solutions for a while now. As of this moment, it looks like Galaxy S24 and S24+ prospective buyers in Exynos markets might get the short end of the stick.
Fortunately for future Galaxy S24 Ultra users, they might not need to worry about performance discrepancies. It is rumored that the Galaxy S24 Ultra will rock the Snapdragon 8 Gen 3 chipset in every market and there will be no Ultra model powered by Exynos.
