If you plan on using the Samsung 990 PRO SSD for your desktop PC, you should be fine without the heatsink. PC cases have enough airflow that it shouldn't be a problem for the 990 PRO SSD.

The 990 PRO SSD has sequential read/write speeds of up to 7,450/6900 MB/s. Read/write speeds on the 990 PRO are 40% and 50% faster than the 980 PRO. Furthermore, the 990 PRO SSD is more power-efficient, boasting up to 50% higher performance per watt than the 980 PRO.
