You can get Android Pay on Samsung Galaxy smartphones but you can't get Samsung Pay on non-Samsung Android smartphones. Google's mobile payments service isn't exclusive to any particular manufacturer while Samsung has predictably limited Samsung Pay to its Galaxy smartphones.
Many of you might live in a market where both services are live. That begs the question, which payments service do you use most frequently?
