This would mean that, just like every other messaging app, Google Messages will lower the quality of the image to send it faster over RCS. The new option appears in the Settings menu between the Bubbles and Hear Outgoing And Incoming Message Sounds options.
Do note that this new feature isn't widely available to everyone yet. However, this new Google Messages option could be beneficial when you are on a limited mobile plan and are using cellular data to send images. This is also great since RCS works by first uploading the image to the cloud, like a backup service.
Google hasn't shared any details on the maximum size of the attachment that can be sent via Google Messages RCS. However, as noted by 9To5Google, AT&T and T-Mobile both list the maximum limit as 100MB. Notably, the feature is toggled on by default, as reported by multiple users who are seeing this new feature on their Google Messages app.
If you want to check if the new option is available for you, open the app, click on your profile picture on the top right, and tap on the Settings menu. If the option is available for you, then it should be the fifth item down from the top. Make sure that you are running the latest version of the app.
