    Samsung Galaxy Tab4 8.0 (SM-T331)

    After upgrading to 5.1.1 from 4.4.2 (Nepal) via Odin, the notification "Restricted access Changed - Emergency service is blocked" is always pop up. How to solve this problem??? Please, help me.

    Have you checked your IMEI and Serial number are correct?
    Also can you install this app and post:

    Thank you, that all seems ok.
    Did you check your IMEI and Serial number?

    Also go to Settings > Mobile networks > Network operators and carry out a Search networks to see if your Tab is finding the NCELL network.
    If not, then remove sim card and reboot.
    Now replace sim card and reboot to refresh your network connection.

    This is a network message rather than a Samsung Tab message.
    Are you getting a weaker signal - fewer signal bars?
    Check in Mobile Networks for Network Mode and downgrade if necessary.

    You can also try reinstalling your firmware (especially if you updated OTA) using SmartSwitch

    Can also be a sim problem.
    Did you cut down your sim card to fit the Tab?
    A sim swap may be needed if you have any questions about the sim.

    I have re-flashed again with odin but it is still showing ..................
    Yes, I cut down the sim card to fit the tab. What is a sim swap ???

    Contact your network operator and ask them for a new sim card .
    They should transfer your current number onto the new sim together with any credit that you may have.
    This is a sim swap.
