Samsung Galaxy Tab 2 Boot Screen Error and No USB Communication. Restore Via External

I did a factory reset and then wiped cache several days ago and it didn't seem to fix it. I get only 3V on the battery. It doesn't seem to be charging with the OS being no go.

At coming up to 3 years old and regular use, it is possible that the battery needs replacing.

But another thing to check is that your cahrging port and USB plug are clean.
Blow into the charging port or use a dry tooth brush to clean out.
Wipe usb plug with a dry cloth.

Now try again to see if you get the battery charging logo,
