Is your network Meteor in Ireland?
Is your sim 4G and do you have the 4G/LTE settings in your phone APN?
These should activate the choices available.

If you take out your sim card you will see that in Settings > More networks you can go no further.

So in your opinion what's the problem due to?
I exactly so, wrote, that according to me this wine of the sim card and settings APN.
You have to ring to The meteor and ask if Your sim card is 4 G i, LTE serves and as you have to put APN, settings APN.
Were you checking sim card on different phone ?

Is your sim 4G and do you have the 4G/LTE settings in your phone APN? My SIM is 4G and I didn't configure anything in APN, but the same SIM on a HTC One has 4G and LTE. How to configure the APN LTE settings?

Yes this SIM was bough on purpose for 4G, with a 4G data plan.

I don't know how to configure manually the APN and where could I get those configuration values.

OK got the APN settings for meteor ireland and no luck.

Tried with 2 SIM cards 4G from 2 different networks (Meteor and 3 from Ireland) and no 4G.

    I agree.
    Reviewing this problem:
    1. Note 3 bought from Amazon as a 'Samsung Galaxy Note 3 Region Locked Smartphone

    2. Amazon seller says:
The product is only compatible with a SIM-card issued from a mobile operator within the region identified on the sticker of the product package. When the device is activated with a SIM card issued from the other region, the device may be automatically locked until it is released at the dedicated service center.

    3. The OP says the it has LTE and a French box.

    4. The firmware is:
    Country: Hong Kong
    Version: Android 4.3
    Changelist: 2061029
    Build date: Tue, 05 Nov 2013 06:08:04 +0000
    Product Code: TGY
    PDA: N9005ZHUDMK1

    5. A European SIM (Meteor, Ireland ) is being used in the phone.

    6. No LTE option.
