how we can update to 4.3 in Saudi Arabia
when the update is coming
daily I am checking but still no update I don't know how to update it to 4.3

Check in settings > Software updates
Check in Kies, (you will need Kies3)
Check in Sammobile or better still get the Sammobile Premium app and get the update posted to your phone.

I am not sure what you are expecting here.
If an update has not been available by Samsung then it is a matter of waiting.
Your phone is functioning, I presume.
Would it function better or worse if upgraded to 4.3?
