I think Samsung is not going to release 4.3 update to Saudi Arabia....even customer support has no idea and i'm sure that they have skipped Saudi Arabia in this round....i think the only solution is flashing UAE or Tunsia version since they both have the same CSC (JV)

You are right in that Middle East (and Turkey) have the OJV CSC.
If your phone is not network locked, then you can install N7100 4.3 firmware from any country.
But I would be surprised if 4.3 does not come to Saudi Arabia.
we hate u Samsung u never be like apple when they lunch any update for all type nothing called this update for this country we should go back to apple.

this is the bad support from samsung we never face the same in apple. even when apple lunch any update it will be for all types and countries not like samsung. we have to believe apple is the best no bugs no lags nothing in the system hang.
One firmware - one phone - no choice.
Certainly buy Apple if this is what you want.
