The best way to flash Android 4.3 is to wipe your personal data first.
Then your contacts and apps will be deleted!!!

If you are currently using android 4.3 for another country,
you can flash the BTU (United Kingdom) Firmware without wiping data!
Then you do not loose your contacts and apps!

What are you talking about ?

He wants to keep his contacts and apps.

Flashing another firmware or even the same firmware will delete everything !!!

Flashing any firmware will overwrite everything so you will loose contacts and apps.

Export your contacts to the external sd card it will create a .vcf file and for safety sake remove the sd card until you have installed your new firmware.

Then simply import your contacts .vcf from the sd card

You will just have to re-install the apps from scratch.

To install any firmware you have to flash the phone !! The only exception to this is the small 4.3 update for the 4.3 firmware which is done with KIES.
